Legislation to protect the cultural heritage of Beijing’s central axis has taken a new step. On the morning of April 15, the regulations on the protection of cultural heritage along Beijing central axis (second draft) was submitted to the 30th meeting of the Standing Committee of the 15th Municipal People’s Congress for deliberation. The second review further clarified the three categories of protection objects and classified protection measures of the central axis cultural heritage. It is worth noting that the second review of the draft puts forward that everyone has the responsibility and obligation to protect the cultural heritage of the central axis, and has the right to stop and report acts that damage the cultural heritage.

“At present, the legislation of Beijing’s central axis, the compilation of the application for World Heritage and the formulation of the special protection plan are advancing simultaneously.” Liu Yufang, chairman of the education, science, culture and Health Committee of the Municipal People’s Congress, said that the second review of the draft further clarified the protection objects, which were divided into three categories: Heritage elements, heritage environment elements and intangible cultural heritage.

Specifically, the elements of heritage include a series of hierarchical and orderly buildings, historical roads, bridges and sites, which are distributed on the traditional urban axis from the bell drum tower to Yongdingmen; the elements of heritage environment include historical city walls, historical streets, urban landmarks or landmark buildings, which are symmetrically unfolded on the central axis of Beijing Group, relying on the important landscape corridor composed of landmark buildings of Beijing central axis, the gentle and open space form of Beijing Old City, which sets off the core position of Beijing central axis, the historical river and lake system and water cultural heritage closely related to the formation and development of Beijing central axis, and the historical and cultural blocks, cottage areas, ancient trees and famous trees as the important background environment of Beijing central axis.

In addition, except for the necessary municipal, public services and landscaping facilities, as well as the landscape restoration construction in accordance with the protection plan, no new construction, reconstruction or expansion activities are allowed in the heritage area. If the existing buildings, structures or other facilities in the protected area do not meet the requirements of the Beijing central axis protection and management plan, the local district government or property right unit may organize the implementation of vacations or renovation by means of application for rent refund, house replacement, house expropriation, etc.

According to the second review of the draft, any natural person, legal person or other organization has the responsibility and obligation to protect the cultural heritage of Beijing’s central axis, and has the right to stop and report acts that damage the cultural heritage. Where a construction project is carried out within a protected area, the construction unit shall, in accordance with the relevant provisions, report to the Municipal Department of cultural relics for organizing archaeological investigation and exploration. Those who violate the regulations shall be ordered by the Municipal Department of cultural relics to make corrections within a time limit and may also be fined not less than 50000 yuan but not more than 200000 yuan.

Heritage protection can not be divorced from the life of the old city. The old neighborhoods and new residents living in the old city should become the main body to participate in and support the protection of cultural heritage. The second review suggested that residents in the protected areas should be encouraged to carry out folk cultural activities, retain the memory and emotion of Beijing’s history and culture, and promote the integration of history, culture and modern life. At the same time, the municipal cultural relics department is required to organize the establishment of Beijing central axis cultural heritage information platform to facilitate units and individuals to access information, share research results, carry out protection and utilization, and organize, guide and train volunteers.
