Beijing plans to provide Metro with first aid equipment such as AED



On the morning of April 15, the 30th meeting of the Standing Committee of the 15th Municipal People’s Congress heard the explanation of the decision (Draft) on Amending the regulations of Beijing Municipality on pre hospital medical emergency services. The decision (Draft) clearly states that pre hospital medical first aid and non first aid medical transport should be classified and managed in Beijing, and non first aid medical transport should not occupy pre hospital medical first aid resources. In addition, it has also decided to include in the planning of medical facilities, such as in vitro defibrillator (AED).

Since its formal implementation in 2017, the regulations of Beijing Municipality on prehospital medical first aid services has provided an important legal guarantee for strengthening the construction of Beijing prehospital medical first aid system, maintaining people’s life and health and the safe operation of the city. At present, the city’s pre hospital medical emergency call number and unified command and dispatch have made a breakthrough, the pre hospital medical emergency call number is unified as “120”. In order to solidify the reform achievements and improve the efficiency of the city’s first-aid service, it is decided (Draft) to include “unified command and dispatch of the city’s pre hospital medical first-aid institutions” into the general provisions of the regulations.

In order to further prevent pre hospital medical emergency resources from being occupied, the decision (Draft) specifies that Beijing implements classified services and management of pre hospital medical emergency and non emergency medical transfer, non emergency medical transfer shall not occupy pre hospital medical emergency resources, and the dispatcher shall inform non emergency, critical and critical patients to solve the problem through non emergency medical transfer.

In daily life, some non urgent, critical and serious patients sometimes call emergency ambulance to go to the hospital or transfer because of inconvenience in movement and difficulty in going downstairs. How to meet the transfer needs of these patients? “Considering the actual demand of the people for non emergency medical transfer service, the government is stripping non emergency medical transfer service from pre hospital medical first aid service. At the same time, it is stepping up the formulation of non emergency medical transfer service standards and management system, clarifying the access standards and exit mechanism of social forces, so as to provide standardized non emergency medical transfer service for the people.” Liu Yufang, chairman of the education, science, culture and Health Committee of the Municipal People’s Congress, said that based on this, the decision (Draft) proposed that the municipal government should separately formulate management measures for non emergency medical transport services.

“The first aid ability of the management units in public places is an important foundation for the protection of public life, health and safety. It is an important content of the construction of social first aid ability to promote the configuration of AED and other first aid equipment and facilities in public places.” Liu Yufang introduced that the decision (Draft) made it clear that the municipal government should formulate the configuration plan of medical emergency equipment and facilities such as AED and organize the implementation.

At the same time, considering that the subway has become a highly crowded public place, regular medical emergency drill is an important guarantee to effectively improve the ability of first aid, it is decided (Draft) to include the “subway” into the public places listed in the original regulations, and stipulate the operation and management of public places such as cinemas, stadiums, airports, railway stations, subways, schools, scenic spots, etc The unit shall allocate medical first-aid equipment, facilities and drugs according to the needs of safety guarantee, regularly organize employees to learn medical first-aid knowledge and skills, and carry out medical first-aid emergency drills.

In addition, in order to make the pre hospital and in-hospital first aid efficient, the decision (Draft) proposes that the hospital medical institutions should implement pre examination and triage according to the disease risk degree of patients according to the principle of emergency hierarchical treatment, so as to ensure that the patients with acute, critical and severe diseases are given priority treatment. At the same time, timely hand over patients with pre hospital medical emergency personnel to avoid pre hospital ambulance and vehicle equipment, facilities stranded.

Decontamination of pre hospital ambulances is a necessary measure to effectively prevent and control cross infection of pathogens and ensure medical safety. Combined with the requirements of normalized epidemic prevention and control, the draft decision specifies that pre hospital medical emergency institutions should clean and disinfect pre hospital ambulances in accordance with the provisions to ensure public health safety; municipal and district governments should build decontamination stations and equip decontamination equipment in accordance with the planning.
