Deputy members said that only by relying on scientific and technological innovation to solve the dilemma of being controlled by others, holding the initiative of innovation and development in their own hands, accelerating the cultivation of strategic emerging industries, and realizing high-level scientific and technological self-reliance and self-improvement, can we promote economic and social development to a higher level.
At present, in the computer hardware and software, artificial intelligence, aerospace science and technology and many other cutting-edge plate, China is still facing many “neck” technical problems. Especially in the core IT fields such as chips and operating systems, foreign products have long occupied a monopoly position in the market, and the recognition and popularity of domestic brands are still low.
This year’s NPC and CPPCC pointed out the general direction of self-reliance and self-improvement for scientific and technological innovation, injected new development momentum into China’s high-tech industry, and domestic substitution will enter the climax period during the “14th five year plan”. Huawei, Tongxin software and other core technology enterprises will act as pioneers to attack the “monopoly wall” of foreign technology companies.
Two sessions focus, Xinchuang ushers in new opportunities
In many “neck card” areas, the operating system is the highest threshold, one of the biggest challenges.
As the core of the computer system, the operating system carries software applications upward, controls CPU and other hardware downward, and plays a “connecting link” role.
But in the past decades, the domestic operating system market has been dominated by foreign manufacturers. The software launched by Microsoft, apple, Google and other companies in the United States accounts for more than 95% of the market share, while domestic manufacturers are in the state of exploration and follow-up for a long time.
The operating system is controlled by others, which not only means to hand over tens of billions of market to others, but also because of the inability to master the source code, the operating system may be reserved “back door”, which brings hidden danger to the national network information security. Therefore, many experts and scholars, including Ni Guangnan, academician of Chinese Academy of engineering, frequently appeal for the development of independent and controllable domestic operating system and the establishment of China’s independent and complete software industry system.
However, as one of the largest and most complex software systems, the development and promotion of operating system is not easy.
On the one hand, the development of an operating system requires a lot of manpower, material resources and funds, as well as a long time of technological innovation and precipitation. Microsoft, for example, spends more than $10 billion on R & D every year. On the other hand, an easy-to-use operating system must be supported by upstream and downstream hardware and software manufacturers in the industrial chain. Microsoft’s windows system has developed into the operating system with the largest number of users in the world by relying on its deep binding with Intel, the chip giant, and the application ecology built by global software developers.
In contrast, domestic operating system manufacturers are at an absolute disadvantage in terms of capital, and most of them are polished on the technical level based on the open source Linux system. In addition to the poor usability and unfriendliness to ordinary users, the biggest difficulty of their distribution is the lack of support from the industrial chain, and the problem of software and hardware adaptation is prominent. In addition, windows, which started earlier, has seized the minds of domestic users and shaped their habits, which has seriously hindered the commercialization prospect of domestic operating systems.
As a result, in the past 20 years, although domestic operations have produced some famous products such as red flag Linux, the vast majority of them, limited by multiple unfavorable factors, have finally stopped. Their users are limited to a small circle of technology enthusiasts, and it is difficult to popularize them in the mass market. The “monopoly wall” built by US manufacturers such as Microsoft is still towering.
Now, in 2021, the two sessions of the National People’s Congress of the people’s Republic of China (NPC) and the people’s Congress of the people’s Republic of China (CPPCC) have listed “adhering to innovation driven development” as the main goal and task of the “14th five year plan” period, and stressed the need to fight a key core technology battle. The information technology application innovation industry (hereinafter referred to as “Xinchuang”) has gained new and strong development momentum, and the domestic operating system will also benefit from it.
