On March 18, the National Health Commission released 50 new national food safety standards on its official website, including three nutrition and special food standards such as infant formula (GB 10765-2021), which are highly concerned by dairy enterprises.
The major change of the new national standard for infant formula is to divide the “older infant and infant formula” (GB 10767-2010) into two standards, namely “older infant formula (gb-10766) and” infant formula (gb-10767) “. After subdivision, the new national standard has made more explicit and strict provisions on protein, carbohydrate, trace elements and optional ingredients. This change makes the national standard of infant formula powder in China consistent with the revision trend of Codex Alimentarius Commission standards, and will also provide more accurate nutritional elements according to the age of infants.
In the protein part, the new national standard has adjusted the protein content requirements of infant formula and infant formula, and increased the whey protein content requirements of infant formula. Among them, it is clearly stipulated that the whey protein content of milk based infant formula should be more than 40%. However, in the current national standard, whey protein content in infant formula is not specified.
In the carbohydrate part, the new national standard has adjusted the requirements of carbohydrate content in infant formula. Among them, lactose content in milk based infant formula should be more than 90%, lactose content in milk based infant formula should be more than 50%, and sucrose should be limited in infant and infant formula. In addition, raw materials containing fructose and / or sucrose, such as fructose, sucrose, and fructose syrup, should not be used as main carbohydrate sources in infant and older formula. However, in the current national standard, the content of lactose is not specified in stage 2 and stage 3 milk powder.
In addition, in terms of trace elements, the new national standard strictly stipulates the minimum and maximum values of vitamins and minerals, and adds separate provisions on the contents of iron, zinc and phosphorus in soybean based products; in the part of optional ingredients, the new national standard adjusts the choline in infant and older formula food from optional ingredients to essential ingredients, and reduces the content of choline in older formula food The manganese and selenium in the samples were adjusted from the optional components to the essential components.
“The implementation of the new national standard puts forward stricter quality control requirements for enterprises, which will also raise the industry access threshold again and accelerate the reshuffle of the milk powder industry.” Song Liang, a dairy expert, said that the revision of the new national standard is actually more beneficial for large enterprises, because technically, the new national standard has set a lot of upper and lower limits of nutrients, which is not an obstacle for large enterprises with more mature technology. However, for small and medium-sized enterprises, it is difficult to break through the technical bottleneck in a short period of time when the upper and lower limits are set .
It is worth mentioning that the new national standard for milk powder will have a two-year transitional period, that is, it will be formally implemented on February 22, 2023.
In this regard, song Liang said that compared with the transitional period, dairy enterprises will pay more attention to the review of milk formula registration. Because the new national standard will directly affect the milk powder formula, the infant formula industry will usher in the second round of adjustment after formula registration, and the competition in the future milk powder industry will be more fierce.
